DOWNEY — A 51-year-old Downey man was recently arrested after authorities say he battered a local woman at least twice with the most recent incident escalating to a strangulation attempt.

Ryan Rowe, of Downey, has been charged with attempted strangulation, domestic violence battery resulting in traumatic injury, both felonies, and misdemeanor domestic battery in connection to incidents that occurred in August and earlier this week, according to sheriff’s office and court records the Idaho State Journal recently obtained.

The charges filed against Rowe stem from a Bannock County Sheriff’s Office investigation that unfolded around 4:30 p.m. Sunday when dispatch received an anonymous call from a person reporting the woman had just been battered, authorities said. The caller was able to take a picture of the woman’s license plate and authorities linked the plate to the victim before driving to her Downey home, according to the incident report.

Upon arrival, deputies made contact with the woman, who told them Rowe had kicked her in the head and ribs, authorities said.

The woman told deputies Rowe was at work in Soda Springs and was expected home around 6:30 a.m. the following morning, according to court records.

When asked if the abuse had happened previously, the woman said yes and showed deputies photographs of injuries she sustained in an August incident, the incident report said. The photos showed severe bruising and swelling on the right side of her face, including her right eye swollen shut, her right cheekbone and jaw areas more than double the size of her left side and bruising on the front of her neck, authorities said.

The woman told deputies the abuse had happened multiple times and that Rowe had strangled her on previous occasions, authorities said. She told deputies “he gets me by my throat” and that he “strangles the (expletive) out of me,” according to court records.

deputies provided the woman with resources and encouraged her to leave the residence for the night, but she initially refused, authorities said. During the conversation, the woman’s sister was on the phone and suggested a family member stay with her for the night, which she agreed to, authorities said.

The woman told deputies she knows one day Rowe will kill her and she has accepted that, according to the incident report. Deputies told her they wanted to prevent that from happening.

Following the investigation, Rowe was arrested around 3:30 p.m. Monday and booked into the Bannock County Jail in Pocatello on the felony and misdemeanor charges, authorities said.

Rowe appeared before 6th District Magistrate Judge Eric S. Hunn for an arraignment hearing on Tuesday where his bond was set at $25,000 and he was ordered to have no contact with the victim, court records show.

Rowe posted the boond on Tuesday and was released from jail, court records show.

He is scheduled to appear in court again on Jan. 26 for a preliminary hearing. Prosecutors will attempt to present sufficient evidence to elevate the case from magistrate to district court for trial.

If he’s convicted of all the felony charges filed against him, Rowe faces up to 25 years in prison and a fine of up to $60,000.
