CHUBBUCK — A Raising Cane’s Chicken Fingers restaurant could open as soon as March at the former Denny’s location on Yellowstone Avenue, according to Chubbuck Mayor Rodney Burch.

Burch said he expects the restaurant to seek a certificate of occupancy late this month or early next month, though he has not received a confirmed date. Raising Cane’s lists the Chubbuck location at 4310 Yellowstone Ave. on its website as coming soon.

The anticipated opening was among several commercial developments Burch highlighted during the Feb. 18 Chubbuck City Council meeting.

Portneuf Medical Center recently held a grand opening ribbon cutting for Portneuf Urgent Care — Chubbuck at 230 Bullock St., its second urgent care facility in the Gate City area.

Work also continues at the site of the former Pine Ridge Mall.

“There are several pad sites that have been built on the perimeter road,” Burch said. “They are moving forward with construction of the main facility.”

Burch said he has received no confirmation that any specific retailer has applied for permits at the site, but acknowledged persistent rumors that Target will anchor the development.

The council also unanimously passed two resolutions establishing a pair of new advisory committees — the Building and Development Advisory Committee and the Parks and Recreation Advisory Committee — fulfilling a campaign promise Burch made last fall to enhance city leadership.

Though Burch said he had the authority to create the committees without council approval, he brought them to a vote in keeping with his pledges of transparency.

“I want them to be part of some of these administrative decisions,” Burch said. “I want them to be aware of what is happening. I intend to work hand-in-hand with the City Council and I was seeking their support.”

The committees are advisory only, Burch said, but he views them as important to his administration.

“They don’t have any statutory powers but they are crucial in an advisory role for the Mayor’s office and the City Council,” he said.

The five-member Building and Development Advisory Committee will help city administrators track trends in the building industry and improve development-related functions. One seat has already been committed to the Building Contractors Association of South East Idaho, Burch said.

The seven-member Parks and Recreation Advisory Committee will focus on identifying community needs and guiding park improvements, using a 2019 Park Master Plan as its foundational document.

“We have always viewed parks as a valuable amenity to our city,” Burch said. “I want them to recommend improvements and guide the development of our parks.”

Applications for both committees will be available at cityofchubbuck.us and through the city’s Facebook and Instagram pages. The application window will remain open for approximately two weeks, after which the mayor will review submissions and make appointments.
